Job Description
The Finance Manager position is based at a customer site, supporting a government-funded life support/facilities operation and maintenance contract. This role provides critical financial management, analysis, and reporting services to the Program Manager, customer representatives (Contracting Officer, Contracting Officer's Technical Representative, Finance Manager), as well as various internal functions (Finance, Project Control, Supply Chain, Contracts, Billing, HR). The ideal candidate will have substantial experience in finance, accounting, or project controls, specifically in government contracting. A proactive, collaborative approach, strong analytical abilities, and effective communication skills are essential for success.
This position supports the full project life cycle, including estimating, pricing, budgeting, analysis, forecasting, reporting, invoicing, and payment management across multiple contract types (Cost Plus Award Fee, Firm Fixed Price, Level of Effort, Cost Reimbursable). Experience with various government contract types is required. The role involves both client-facing and internal company responsibilities, so experience with financial analysis and government contract accounting (FAR, CAS) is necessary. Timely, accurate, and compliant financial reporting is crucial, as both internal and external stakeholders rely heavily on the information provided.
Key Responsibilities:
- Develop, analyze, and submit client-specific standard reports
- Review client invoices for accuracy and compliance with contract terms
- Track and report labor hours, including overtime (OT) details
- Develop, analyze, and submit internal management reports
- Manage and submit company and customer accruals
- Participate actively in the monthly financial close process
- Track and reconcile vendor purchase orders, open commitments, and invoices
- Approve purchasing card reconciliations
- Manage, analyze, and report Other Direct Costs (ODC)
- Develop and manage work authorizations
- Oversee the development and maintenance of project codes/charge numbers
- Assist with the development, review, and submission of Basis of Estimate (BOE), pricing, Engineering Change Proposals (ECP), and Requests for Equitable Adjustments (REA)
- Develop, manage, analyze, and report on project forecasts/Estimate at Complete (EAC)
- Support project management and project controls teams in validating forecast accuracy
- Manage cost transaction burdening, forecasting, and reporting
- Conduct ad hoc financial analysis for both company and client
- Perform other duties as required
The primary cost accounting system used is Costpoint, and key deliverables are completed using Excel.
Job Requirements
- A minimum of 12 years of experience working on programs of similar size, scope, and complexity in support of the Intelligence Community or other government entities.
- A degree in Finance, Business, Accounting, or a related field from an accredited institution.
- Proven analytical abilities and experience in program planning, budgeting, and contract management oversight.
- Ability to successfully manage and meet tight deadlines.
